Of course, it could mean:
- He didn't want it to be perceived as a Heseltine moment, because he didn't want to do 'a Heseltine' to the beleaguered Mr Brown.
- Or, he didn't want to go to far yet, as in fact he longs to do 'a Heseltine' but now is not the time.
